Benefits Administrator (HR Specialist/Generalist Level)

Location: Onsite in Oceanside CA 92054
Schedule: Monday–Friday | Full-Time
Employment Type: Contract/Temporary
Pay Rate: $38.00–$41.25/hour 

Schedule: Monday – Friday 8:00am-5:00pm

Essential Duties and Responsibilities

Benefits Administration

  • Administer employee benefits programs including medical dental vision life insurance disability flexible spending accounts health savings accounts employee assistance programs and voluntary benefits.
  • Coordinate annual open enrollment processes employee education and enrollment activities.
  • Serve as the primary point of contact for employee benefit inquiries and resolve complex benefit-related issues.
  • Process benefit enrollments status changes terminations and qualifying life events.
  • Reconcile benefit billing and coordinate with payroll to ensure accurate employee deductions and employer contributions.
  • Maintain benefit records/trackers and prepare required reports.
  • Assist employees with retirement processes including participation in public retirement systems such as CalPERS or other applicable retirement plans.

Leave Administration

  • Administer leave programs including Family and Medical Leave Act (FMLA) California Family Rights Act (CFRA) Pregnancy Disability Leave (PDL) military leave paid family leave and other applicable leave programs.
  • Coordinate interactive process activities and reasonable accommodations in compliance with the Americans with Disabilities Act (ADA) and related regulations.
  • Maintain confidential medical and leave records.
  • Communicate leave rights responsibilities and benefit impacts to employees and supervisors.

Human Resources Generalist Functions

  • Assist with recruitment activities including job postings applicant tracking interview coordination and onboarding.
  • Support employee relations matters by providing guidance on policies procedures and workplace issues.
  • Assist in performance management investigations disciplinary processes and conflict resolution.
  • Support labor relations and collective bargaining administration as needed.

Education

Bachelor’s degree from an accredited college or university in Human Resources Business Administration Public Administration Organizational Development or a related field.

Experience

Three (3) years of increasingly responsible human resources experience including at least two (2) years administering employee benefits leave programs or closely related human resources functions.

Experience in a public sector municipal special district county state or other government agency environment is highly desirable.
